Determined to make digital technology a driving force for development, Tay Ninh has synchronously deployed everything from telecommunications infrastructure, data to digital human resources. This strategy not only creates a foundation for building a modern, transparent government but also helps people and businesses access public services quickly and conveniently, promoting sustainable socio-economic development.
From strategy to reality
Tay Ninh identifies investment in technology infrastructure and promoting digital transformation as important pillars for rapid and sustainable development. Implementing Resolution No. 57 of the Politburo, the Provincial Party Committee and the Provincial People's Committee established a Steering Committee headed by the Provincial Party Secretary, and issued many synchronous programs and plans.
The province has developed a project on Science, Technology, Innovation and digital transformation development for the period 2025-2030, with a capital of more than 6,000 billion VND, creating a turning point in creating modern digital infrastructure to serve people and businesses better.
The highlight in this process is the combination of infrastructure investment and innovation in management. Management software, shared information systems and digital utility applications have been widely deployed, significantly reducing time and costs for organizations and individuals. People can look up records, pay online, and complete procedures right on their phones instead of going back and forth many times.
Ms. Le Thi Thu Ha - a trader at Tuyen Nhon market (Thanh Hoa commune), shared: "Before, I had to go back and forth many times, now I only need a few steps on my phone. 4G and 5G are everywhere, so online trading is convenient, and customers living far away can easily access products." Her experience shows that digital transformation has truly intervened in people's lives.
Up to now, 100% of residential areas, rural areas, and border areas have stable Internet; 92% of households have fiber optic connections; 5G covers nearly half of communes and wards. The centralized data center operates according to the main and backup mechanism, ensuring level 3 information security. Tay Ninh Smart applications, 1022 Call Center, Intelligent Operation Center (IOC) are increasingly popular.
Not only infrastructure, the province also focuses on training digital skills for officials and people, aiming to be in the group of 20 leading localities in the country in terms of Digital Transformation Index (DTI) by 2030. The goal is to build a "digital government - digital economy - digital society" foundation associated with national defense - security.
Pioneering digital transformation
From the province's policy, many communes and wards have implemented good models and flexible methods, helping Digital Transformation truly enter life. In Long An Ward, this work is clearly evident through each specific action. The Ward Public Administration Service Center is equipped with automatic numbering kiosks, helping to receive dossiers more quickly.
The ward is surveying to invest in replacing unsuitable equipment and upgrading computer configurations to meet work requirements, and at the same time, preparing essential conditions to build the Smart Ward.
In addition, the ward has expanded 6 points for receiving and returning administrative records to create favorable conditions for people to perform public administrative services near their place of residence, increasing the rate of online submission of documents and promoting the digital transformation process at the grassroots level.
In particular, the ward is the first unit in the province to launch the "Digital Education for the People" movement. To implement this movement, volunteers directly go to each neighborhood to guide people on how to use online public services, install VNeID, support digital signature registration when needed, integrate digital signature into VNeID application for people when having level 2 identification.
Currently, the ward has supported over 2,000 households; 8/49 neighborhoods have successfully implemented it. This movement continues to be implemented with the goal of 100% of households being universalized in digital skills by the end of 2025.
Vice Chairwoman of the People's Committee, Director of the Long An Ward Center for Public Administration Huynh Thi Diem Le commented: "The dissemination of digital skills, upgrading infrastructure, and expanding administrative dossier reception points are important foundations, helping each citizen understand and use digital services, contributing to the successful implementation of Resolution No. 57 of the Politburo. This is the basis for building a Smart Ward model in Long An Ward in the coming time".
Promote digital transformation to each citizen
Mr. Nguyen Van Lam (Ca Thom hamlet, Thanh Hoa commune) came to the commune Center for Public Administration to complete the procedures for converting land use rights. Instead of waiting like before, he was welcomed and supported to submit the application on the electronic system, which only took a few dozen minutes to complete. “Everything is digitized, helping me save time and travel costs, so I feel very satisfied,” said Mr. Lam.
Mr. Lam is just one of many cases experiencing the model of Introducing and guiding how to submit dossiers online for procedures at the Thanh Hoa Commune Public Service Center. The model creates conditions for people to easily access and perform administrative procedures that are publicly available on the National Public Service Portal.
Recently, the People's Committee of Thanh Hoa Commune has increased propaganda through the loudspeaker system, social networks, Zalo and branch, group and association meetings, and at the same time directed the Thanh Hoa Commune Public Service Center to arrange guidance desks and computers connected to the Internet and assign staff to support people in submitting dossiers online. Thanks to that, since the beginning of July 2025, the commune has received more than 2,400 dossiers, including 1,490 online dossiers.
The Center aims to have over 90% of the dossiers submitted online by the end of 2025, raising the rate of online records in the whole commune to over 80%.
Based on practical needs, the commune directed the Center to focus on guiding 14 frequently arising administrative procedures, in which priority is given to supporting the elderly to carry out social pension procedures according to Decree No. 176.
Up to now, people have gradually become accustomed to looking up and monitoring the results of records via phone; data is integrated to facilitate subsequent transactions. Along with that, online payment support has also been promoted, gradually forming a habit of not using cash.
Vice Chairman of the People's Committee, Director of Thanh Hoa Commune Center for Public Administration Nguyen Van Tich affirmed: "What we aim for is that people truly benefit from the results of digital transformation in their daily lives. In the coming time, the commune will continue to prioritize supporting people, especially the elderly and households in difficult circumstances, to access online public services. In addition, the commune will strengthen propaganda, maintain the model of supporting online application submission, increase the rate of digital data integration, and gradually make digital transformation a familiar way of life in the community."
Investing in digital infrastructure associated with the flexible approach of each locality has helped improve the efficiency of government services and brought many practical digital utilities to people and businesses. This is proof that the Resolution of the province has truly entered into practical life.
In the coming time, Tay Ninh will continue to prioritize expanding digital infrastructure and focus on training and improving digital skills for people to build a solid digital transformation foundation, serving the goal of rapid and sustainable development of the province./.
