According to the Provincial Economic Zone Management Board, Tay Ninh is a locality bordering Dong Nai, Dong Thap, Ho Chi Minh City and the Kingdom of Cambodia, with a 368.695km long border, 4 international border gates: Moc Bai, Xa Mat, Tan Nam, Binh Hiep; 4 national border gates: Ka Tum, Chang Riec, Phuoc Tan, My Quy Tay; 13 secondary border gates with many traditional routes, border crossings adjacent to 3 provinces: Svay Rieng, Prey Veng, Tboung Khmum of the Kingdom of Cambodia, with great potential for development.

The province has planned many border gate economic zones to serve trade and development. In particular, Moc Bai International Border Gate is located in Moc Bai Border Gate Economic Zone, adjacent to Bavet City, Svay Rieng Province (Cambodia), with a special advantage because it is located on the Trans-Asia Road (the road connecting Myanmar through Thailand, Laos, Vietnam, Cambodia and Guangxi - China). Following this road, Moc Bai is only 70km from Ho Chi Minh City, the largest economic center of Vietnam and 170km from Phnom Penh, the capital of Cambodia. Xa Mat International Border Gate is located in Xa Mat Border Gate Economic Zone, adjacent to Trapeang Phlong Commune, Ponhea Kraek District, Tboung Khmum Province (Cambodia), on National Highway 22B. This is a vital route connecting Phnom Penh (Cambodia) - Bangkok (Thailand) entirely by road, without having to take a ferry, and can also connect with the northern provinces of Cambodia and Laos, Myanmar, and India through National Highway 22B. Xa Mat International Border Gate mainly exports and imports agricultural products across the border between Vietnam and Cambodia.

Tan Nam International Border Gate is located in Xa Mat Border Gate Economic Zone, adjacent to Krabau Commune, Kamchay Mear District, Pvey Veng Province (Cambodia). Binh Hiep International Border Gate is located in Long An Border Gate Economic Zone adjacent to Prey Voa International Border Gate in Thmei Commune, Kampong Rou District, Svay Rieng Province (Cambodia). The main Chang Riec Border Gate is located in Xa Mat Border Gate Economic Zone adjacent to Dar Border Gate, in Dar Commune, Memot District, Tboung Khmum Province (Cambodia).

In addition, the province also has 3 main border gates outside the planned border gate economic zones including: Phuoc Tan, Ka Tum, My Quy Tay and 13 secondary border gates; etc.

The system of border gates facilitates cross-border trade of goods, the formed border gate economic zones have been gradually and effectively exploiting the strengths, potentials of labor, connection locations with Cambodia and neighboring provinces with low investment costs and favorable investment environment, many incentives.

The locality also closely coordinates with functional sectors operating at the border gates to manage import and export of border trade according to current policies and documents. Mechanisms and policies related to border trade create an open, transparent and effective legal corridor. Strengthening cooperation between functional forces at the border gates of Vietnam and Cambodia creates favorable conditions, helping to solve problems arising in border trade activities, receive and organize the collection of fees for using infrastructure works for vehicles entering and exiting Binh Hiep International Border Gate and Chang Riec Main Border Gate.

Tay Ninh has an important geographical position in the dynamic region of the Southeast region and the Southern Key Economic Zone. In addition, it also has a synchronous transportation system connecting with international ports and large international border gates, which is very convenient for transporting import and export goods. The close coordination between functional units at the border gates creates favorable conditions for state management at Moc Bai, Xa Mat, Tan Nam, Binh Hiep International Border Gate and Chang Riec Main Border Gate. The province also strongly promotes the export and import of goods, exit and entry of people, transportation through the border gates in the direction of simplifying administrative procedures.

According to Deputy Head of the Economic Zone Management Board Nguyen Van Thong, in recent times, in addition to basic advantages, the work of attracting investment in industrial parks and border economic zones has also encountered many difficulties and challenges. In particular, the biggest difficulty in attracting investment is the slow creation of clean land funds due to problems in compensation, site clearance, land recovery and allocation to investors. Although the work of specific land valuation when compensating and site clearance has been given attention, the dossiers are still pending and prolonged, leading to difficulties for industrial park investors to fulfill their financial obligations and carry out land procedures for secondary investors; the land lease price of industrial parks is higher than that of neighboring provinces because some localities in the province have high compensation prices, weak soil, high investment rates, etc.

The province also aims to attract investment focusing on developing green, smart, and ecological industrial parks; upgrading existing industrial parks and planning new ones according to modern and sustainable criteria; shifting the economic growth model from breadth to depth; taking science, technology, innovation and digital transformation as the main driving force; prioritizing the attraction of semiconductor industries, supporting industries, processing industries, and energy industries; attracting investment - especially international corporations with strong branded products to facilitate the promotion of linkages in production and consumption of supporting industrial products to form a stable and sustainable production and supply chain.

“With its assigned roles and functions, the Economic Zone Management Board will focus on coordinating and synchronously organizing measures to promote infrastructure investment in border gate areas, creating leverage in the synchronous development of the locality. In particular, the Organizing Committee will review the general planning of border gate economic zones, make appropriate adjustments to promote and improve the operational efficiency of border gate economic zones; call for investment, work with domestic and foreign investors to attract investment in developing infrastructure of industrial parks, residential areas, urban areas, trade, etc.; coordinate well with departments, branches, and localities to regularly monitor, promptly grasp and resolve difficulties, problems, and recommendations of enterprises according to their authority; report and propose to the Provincial People's Committee to ask for direction on issues beyond their authority.

On the other hand, the Economic Zone Management Board closely coordinates with functional units in the area, such as Border Guard, Police, Customs, Market Management, etc. in patrolling and controlling to prevent, promptly detect smuggling and illegal transportation of goods across the border, manage people, vehicles exiting and entering the country, and export and import goods at the border gate; continue to exploit, update, and collect information on the situation of enterprises operating in export and import activities to promptly detect violations of customs laws.
